BULLARD TOWNSHIP BOARD OF REVIEW – EQUALIZATION
Notice is hereby given that the Board of Review - Equalization of the Township of Bullard of Wadena County, Minnesota, will meet at the Bullard Township Hall in Section 27 of Bullard Township at 1:00 p.m. on Thursday, April 8, 2021. The purpose of this meeting is to determine whether property in the jurisdiction has been properly valued and classified by the assessor.

MEETING
Notice is hereby given that the Board of Appeal and Equalization for Staples Township shall meet on Wednesday, April 14, 2021 at 9:00 a.m. at the Town Hall for the purpose of determining whether taxable property in the jurisdiction has been properly valued and classified by the assessor and to determine whether corrections need to be made.

February 2, 2021
Call to Order
The Todd County Board of Commissioners met in the Commissioner’s Board Room in the City of Long Prairie, MN on the 2nd day of February, 2021 at 9:00 a.m. The meeting was called to order by Chairperson Becker. The meeting was opened with the Pledge of Allegiance. All Commissioners were present.
Approval of Agenda
On motion by Neumann and seconded by Kneisl, the following motion was introduced and adopted by unanimous vote: To approve the agenda as presented.
Consent Agenda
On motion by Erickson and seconded by Kircher, the following motions were introduced and adopted by unanimous vote:
To approve the Todd County Board of Commissioner’s Meeting Minutes for January 19, 2021 and January 22, 2021 as presented.
To approve a One-Day On Sale 3.2 Malt Liquor License for the Swanville/Sobieski Lions on the Long Lake in Burnhamville Township effective February 27, 2021.
To approve Sergio Aguilera to fill the open Health Education Coordinator position.
To hire Tyler Winkels for PT Road Deputy, start date 02/03/2021.

On motion by Neumann and seconded by Erickson, the following motion was introduced and adopted by unanimous Roll Call vote: To approve the January 2021 Auditor Warrants number (ACH) 901258 through 901339 in the amount of $1,357,477.99, (Manual) 598 through 606 in the amount of $102,923.52 and (Regular) 236894 through 237042 in the amount of $501,087.50 for a total of $1,961,489.01.
On motion by Kircher and seconded by Kneisl, the following motion was introduced and adopted by unanimous Roll Call vote: To approve the Commissioner Warrants number (ACH) 401031 through 401055 in the amount of $16,191.37 and (Regular) 54395 through 54443 in the amount of $175,205.90 for a total of $191,397.27.
On motion by Erickson and seconded by Neumann, the following motion was introduced and adopted by unanimous Roll Call vote: To approve the Health & Human Services Commissioner Warrants number (ACH) 801367 through 801376 and (Regular) 707505 through 707544 for a total amount of $44,505.06.
On motion by Kneisl and seconded by Neumann, the following motion was introduced and adopted by unanimous Roll Call vote: To approve the Health & Human Services SSIS Warrants number (ACH) 600336 through 600339 and (Regular) 516177 through 516191 for a total amount of $54,494.62.
On motion by Kneisl and seconded by Erickson, the following motion was introduced and adopted by unanimous vote: To reappoint Jennifer Crider as District 2 Representative, Al Loken as District 4 Representative and acknowledging the At-Large #2 position remains vacant to the Parks & Trails Board.
On motion by Kircher and seconded by Erickson, the following resolution was introduced and adopted by unanimous vote:
TRANSFER OF FUNDS FROM THE GENERAL FUND TO THE TODD WADENA COMMUNITY CORRECTIONS FUND FOR THE
2021 ALLOCATION
WHEREAS, The 2021 Budget for Todd County’s support to Todd Wadena Community Corrections has been approved at $548,848; and
WHEREAS, a letter was received from the Todd Wadena Community Corrections requesting for the allocation of funds from the General Fund to be provided;
NOW, THEREFORE BE IT RESOLVED, that The Todd County Board of Commissioners hereby approve the transfer of funds in the amount of $548,848 from Fund 01-General Revenue to Fund 75-Todd Wadena Community Corrections.
On motion by Erickson and seconded by Kneisl, the following motion was introduced and adopted by unanimous vote: To approve the assignment of the Chevrolet Colorado unit to the Facilities Department for departmental daily tasks.
On motion by Neumann and seconded by Erickson, the following motion was introduced and adopted by unanimous vote: To approve the purchase of (4) 2021 Chevrolet Traverses from North Country GM for a total of $114,123.80 per the attached proposed purchase agreement.

Jackie Och, HHS Director provided an update to the County Board on the COVID-19 situation.
Public Works
On motion by Kircher and seconded by Neumann, the following motion was introduced and adopted by unanimous vote: To set the 2021 Spring Road Meeting for April 5, 2021 at 9:00 a.m. at the Todd County Board Room.
Administration
On motion by Kneisl and seconded by Kircher, the following motion was introduced and adopted by unanimous vote: To authorize the adoption of the HHS Unit Collective Bargaining Agreement for 2021.
On motion by Neumann and seconded by Kneisl, the following motion was introduced and adopted by unanimous vote: To authorize the adoption of the Public Works Unit Collective Bargaining Agreement for 2021.
Closed Session
Chair Becker closed the session at 9:36 a.m. pursuant to MN Statute 13D.05 Subd 3 (c) 3 to develop or consider offers or counter offers for the purchase or sale of real or personal property.
Chair Becker reopened the session at 9:53 a.m.
County Auditor-Treasurer’s Report
The County Auditor-Treasurer reported on the upcoming elections for Townships on March 9, 2021 and Staples-Motley School District on April 13, 2021.

The County Coordinator reported on the Small Business Relief Grant applications received so far and reminded of the upcoming February 19, 2021 submission deadline.
