Notice is hereby given that on Thursday, February 1, 2018 at 6:00 p.m. the Todd County Planning Commission will hold a public hearing in the Commissioners Meeting Room, 215 First Ave. South, Long Prairie to consider the following applications.

1) Land Use Ordinance Proposed Changes:

An application request to add to the Todd County Land Use Ordinance, Section 7.11 Agriculture Use Standards, was received from Latimer Lake Association with support letters from Osakis Lake Association, Lake Beauty Association, Big Swan Lake Association and Big Swan Lake Improvement District.

The proposed addition would restrict livestock access on those lakes with DNR public boat landings in an effort to reduce shoreline bank erosion, reduce nutrients to the lake, and reduce direct deposition of animal waste into these waters - adding e-coli.

The proposal will be presented and discussed with opportunity for public input. The proposed changes are available for review on the Todd County website.

All persons interested are invited to attend said hearing and be heard on these matters.

NJPA 

REQUEST FOR PROPOSAL

 

National Joint Powers Alliance (NJPA) issues this Request For Proposal (RFP), on behalf of Todd-Wadena Community Corrections to result in a contract for Auditing Services. Details of this RFP are available beginning January 18, 2018. Details may be obtained by letter of request to Chris Robinson at chris.robinson@njpacoop.org

Proposals will be received until February 22, 2018 at 4:30 p.m. Central Time at NJPA, 202 12th Street Northeast, Staples, MN  56479, and opened February 23, 2018 at 8:30 a.m. Central Time.

NOTICE

Todd County Request for Proposal (RFP) for Aquatic Invasive Species Program

 

Todd County is the recipient of County Program Aid grant funds for Aquatic Invasive Species (AIS) prevention from the state of Minnesota as a result of 2014 Session Law Chapter 308. It is anticipated this will be an ongoing aid program, dependent on decisions by the Legislature.  The purpose of these funds is to “prevent the introduction or limit the spread of aquatic invasive species at all the access sites within the county” (MN Statutes 477A.19).

The purpose of this RFP is to facilitate the disbursement of these funds to parties interested in conducting work to facilitate this purpose.

Todd County is soliciting Local Government Units (LGU) and/or private businesses for proposals for the Todd County AIS Program in 2018. The details of this RFP can be found on the Todd County website. Contact the Todd County Soil and Water Conservation District (SWCD) with questions at 320-732-2644. Applications are due February 5, 2018.

december 28, 2017

 

Call to Order

The Todd County Board of Commissioners met in the Commissioner’s Board Room in the City of Long Prairie, MN on the 28th day of December, 2017 at 9:00 a.m. The meeting was called to order by Chairperson Erickson. The meeting was opened with the Pledge of Allegiance. All Commissioners were present.

Approval of Agenda

On motion by Kneisl and seconded by Becker, the following motion was introduced and adopted by unanimous vote. To approve the agenda as presented.

Consent Agenda

On motion by Neumann and seconded by Becker, the following motion and resolution was introduced and adopted by unanimous vote:

To approve the Commissioner’s Meeting Minutes for December 19, 2017 as presented.

Auditor-Treasurer

On motion by Kircher and seconded by Neumann, the following motion was introduced and adopted by unanimous vote: To approve the Commissioner Warrants number 47844 through 47952 in the amount of $100,914.43.

On motion by Kneisl and seconded by Neumann, the following motion was introduced and adopted by unanimous vote: To approve the Health & Human Services Warrants number 701781 through 701961 in the amount of $152,101.48 and Warrants number 513381 through 513389 in the amount of $23,574.32.

On motion by Kneisl and seconded by Kircher, the following motion was introduced and adopted by unanimous vote: To approve the attached Hands of Hope Lease Agreement to be effective January 1 - December 31, 2018.

On motion by Becker and seconded by Kircher, the following resolution was introduced and adopted by unanimous vote:

DESIGNATING 

POLLING PLACES FOR ABSENTEE and MAIL BALLOT PRECINCTS WITHIN TODD COUNTY FOR THE 

2018 ELECTION CYCLE

WHEREAS, Minnesota Statutes 204B.16, subd 1 requires, by ordinance or resolution, to designate polling places for the upcoming year, and;

WHEREAS, it is important that the citizens of Todd County are provided accessible and equipped polling locations to exercise their right to vote, and;

WHEREAS, changes to the polling place location may be made at least 90 days before the next election if the authorized polling place becomes unavailable for use, and;

WHEREAS, changes to the polling place locations may be made in the case of an emergency when it is necessary to ensure a safe and secure location for voting pursuant to Minnesota Statutes 204B.175 and 204B.181.

NOW, THEREFORE BE IT RESOLVED, that the Todd County Board of Commissioners hereby designates the following polling place for the Todd County Absentee Precinct and the City of Swanville’s Mail Ballot Precinct for elections conducted in 2018 to be:

BE IT FURTHER RESOLVED, that in the event that the County of Todd would require to call a special election not held on the day of a statewide election that the polling places of the County’s Municipalities along with the Todd County Absentee Precinct will be utilized dependent on the needs of the County of Todd.

BE IT FURTHER RESOLVED, that the Todd County Auditor-Treasurer is hereby authorized to designate a replacement polling place meeting the requirements of Minnesota Statutes for the polling place designated herewith if said place becomes unavailable for use by the County of Todd.

AND BE IT FURTHER RESOLVED, that the Todd County Auditor-Treasurer is hereby authorized to designate an emergency replacement polling place meeting the requirements of Minnesota Statutes for any polling place designated in this resolution when necessary to ensure a safe and secure location for voting.

On motion by Kneisl and seconded by Becker, the following resolution was introduced and adopted by unanimous vote:

TRANSFER OF FUNDS - COUNTY DITCH 18 REPAIR PROJECT

WHEREAS, the Todd County Board of Commissioners have approved and authorized a repair project on County Ditch 18 as a result of Public Hearings held on April 11, 2017 and May 22, 2017, and;

WHEREAS, the County Ditch 18 Fund does not have sufficient funds to pay the authorized County Ditch 18 repair project expenses and the repair project assessments will be collected over a period of time, yet to be determined, via special assessments.

NOW, THEREFORE BE IT RESOLVED, that the Todd County Board of Commissioners hereby authorize the transfer of funds in the amount of $300,000 from Fund 01-General Revenue to Fund 40 - County Ditches/County Ditch 18.

BE IT FURTHER RESOLVED, that these funds plus interest will be reimbursed to Fund 01 - General Revenue as Minnesota Statute 103E.655 allows. 

Tri County Health Care

Mike Ittner, EMS Manager from Tri County Health Care provided a presentation to the County Board regarding the “Stop the Bleed” nationwide campaign.

Solid Waste

On motion by Kneisl and seconded Neumann, the following resolution was introduced and adopted by unanimous vote:

A RESOLUTION TO APPROVE 2018 SOLID WASTE ENTERPRISE FUND BUDGET

WHEREAS, the Todd County Board of Commissioners are required to adopt an annual budget and certify it to the County Auditor;

NOW, THEREFORE BE IT RESOLVED, the Todd County Board of Commissioners hereby approves the following as the 2018 Budget for the Solid Waste Enterprise Fund of the County of Todd, Minnesota and directs that it be forwarded to the County Auditor.

Administration

On motion by Kneisl and seconded by Kircher, the following motion was introduced and adopted by unanimous vote: To authorize the adoption of the AFSCME HHS Unit Collective Bargaining Agreement for 2018 - 2020.

On motion by Kneisl and seconded by Kircher, the following motion as introduced and adopted by majority vote with Neumann abstaining: To authorize the adoption of the HHS Director market grade override adjustment from Grade 18 to Grade 19 and placement at Step 7 effective January 7, 2018.

On motion by Kircher and seconded by Neumann, the following motion was introduced and adopted by unanimous vote: To authorize the adoption of the Public Works Director market grade override adjustment from Grade 18 to Grade 19 and placement at Step 7 effective January 7, 2018.
