It is ordered and notice is given that on September 27, 2021, at 10:15 a.m., a hearing will be held at Todd County  Courthouse via zoom for the formal adjudication of intestacy and determination of heirship of the Decedent, and for the appointment of Charlene A. Dickey, 7987 120th SW, Motley, MN  56466  as Personal Representative of the Estate of the Decedent in a supervised administration. Any objections to the petition must be filed with the Court prior to or raised at the hearing. NOTE: You will need to pay a filing fee when you file the objection. If you cannot afford the fee, you can ask for a fee waiver (see http://mncourts.gov/GetForms.aspx?c=19&p=69). If proper and if no objections are filed or raised, the Personal Representative will be appointed with full power to administer the Estate including the power to collect all assets, to pay all legal debts, claims, taxes and expenses, to sell real and personal property, and to do all necessary acts for the Estate.

Notice is also given that (subject to Minnesota Statutes Section § 524.3-801) all creditors having claims against the Estate are required to present the claims to the Personal Representative or to the Court Administrator within four months after the date of this Notice or the claims will be barred.

and tax abatement public hearing

MINUTES

 

Call to Order

The meeting was called to order with Winkels, Freeman, B. Anderson, Reeck, and L. Anderson present (comprising a quorum). Bruce Lund was absent Also attending: Supt. Tappe; Finances, Regan; Principals Johnson and Schmidt; Jodie Zesbaugh, Ehlers; approximately 15 employess and community members; Staples World Managing Editor, Anderson and Recording Secretary, Madson. The Pledge of Allegiance was recited. 

Motion by B. Anderson, seconded by Reeck, to add agenda item #23.  MC

Motion by Freeman, seconded by L. Anderson, to adopt the agenda.  MC 

Recognize Public - Chair Winkels recognized the public and thanked everyone for attending. 

Public Hearing to Consider Granting Property Tax 

Abatement

Jodie Zesbaugh opened the Public Hearing and reviewed the Property Tax Abatement for parking lot construction and improvement projects. Following the statutory authority for tax abatement, scope of parking lot projects, tax abatement approval process, next steps and estimated tax impact, the hearing was opened up for public comments and questions. Very little discussion followed. 

School/Community Forum 

a. Josh Lee, Activities Director presented the Why We Play MSHSL Video which is required prior to the Board approving MSHLS membership for the upcoming year. 

Consent Agenda

Motion by Freeman, seconded by Winkels, to approve the Consent Agenda. MC 

Donations and Grants

Motion by Reeck, seconded by B. Anderson, to approve the Resolution to Accept Grants and In-Kind Donations in the amount of $12,453.85. MC

Finance Items 

Financial Report was presented by J. Regan

Motion by B. Anderson, seconded by L. Anderson, to authorize payment of the Vouchers. MC

Facilities

Motion by Reeck, seconded by B. Anderson, to approve the LTFM ten year plan. MC  

Motion by Freeman, seconded by Winkels, to adopt the Resolution Granting Tax Abatement. 

Following a Roll Call vote, voting in favor: B. Anderson, Freeman, Reeck, Winkels and B. Anderson   Opposed: None (Lund was absent). MC

Motion by Freeman, seconded by L. Anderson, to adopt the Resolution of Intent with parameters to issue Facilities Maintenance Bonds and Tax Abatement Bonds, including participation in State’s Credit Enhancement Program.

Following a Roll Call vote, voting in favor: Winkels, L. Anderson, Reeck, Freeman and B. Anderson.  Opposed: None. (Lund was absent) MC

Motion by B. Anderson, seconded by Winkels, to approve publication of the RFP requesting proposals for the guaranteed energy savings contract. MC 

Curriculum / Policy 

2021-2022 Handbooks are available for Board review. No action at this time. 

Motion by Winkels, seconded by Freeman, to approve the review of mandatory policies with no changes, or minor changes: #410 Family and Medical Leave; #413 Harassment and Violence; #414 Mandated Reporting of Child Neglect; #415 Mandated Reporting of Maltreatment; #506 Student Discipline; #514 Bullying Prohibition; #522 Student Sex Non-discrimination; #524 Internet Acceptable Use. MC 

Motion by Reeck, seconded by Winkels, to approve the Student Medication Policy # 516 with MSBA revisions and recommendations from the school nurses. MC 

Other

Approve the Education Identity & Access Management Resolution identifying the Identified Official with Authority (IOwA) for Staples-Motley as Shane Tappe, with Bonnie Madson as the Iowa Proxy.

Motion by Freeman, seconded by L. Anderson, to approve the Education Identity & Access Management Resolution identifying the Identified Official with Authority (IOwA) for Staples-Motley as Shane Tappe, with Bonnie Madson as the IOwA Proxy for school year 2021-22. MC 

Motion by B. Anderson, seconded by Winkels, to approve the Application for Dissolution of Cooperative Sponsorship with Verndale for Girls Tennis. MC 

Motion by Winkels, seconded by Reeck, to approve the 2021-2022 School Meal Prices/Fee Schedule. MC 

Superintendent Tappe gave a preliminary report on new guidance from MDE regarding On-Line and Blended Learning Options for the 2021-22 school year. If the district plans to offer on-line or blended learning, a plan must be submitted by Aug. 2, for approval. Only residents of the district or previously enrolled students could participate. The district has obtained a new broker for insurance (NIS). A Project Oversite Committee (POC) will be formed as the district moves forward with the facility project.
