Notice to the Public: on September 19, 2023 at 9:15 a.m. in the Commissioners Boardroom, Todd County Historic Courthouse (215 1st Avenue South, Long Prairie, Minnesota) the Todd County Board of Commissioners will hold a First Reading to solicit public input on the Todd County Ordinance Regulating the Use of Cannabis and Cannabis Derived Products in Public Places.
The Second Reading of the Todd County Ordinance Regulating the Use of Cannabis and Cannabis Derived Products in Public Places will be held on October 17, 2023 at 9:15 a.m. in the Commissioners Boardroom, Todd County Historic Courthouse (215 1st Avenue South, Long Prairie, Minnesota). The Wadena County Board of Commissioners will be holding a Public Hearing regarding the process for distributing Opioid settlement dollars and provide an opportunity to Wadena County citizens and municipalities to give comment relating to the same.

Call to Order
The Todd County Board of Commissioners met in the Commissioner’s Board Room in the City of Long Prairie, MN on the 1st day of August, 2023 at 9 a.m. The meeting was called to order by Chairperson Neumann. The meeting was opened with the Pledge of Allegiance. All Commissioners were present.
Approval of Agenda
On motion by Becker and second by Noska, the following motion was introduced and adopted by unanimous vote: To adopt the agenda as presented.
Consent Agenda
On motion by Denny and second by Becker, the following motion and resolution were introduced and adopted by unanimous vote:
To approve the Todd County Board of Commissioner’s Meeting Minutes for July 18, 2023 as presented.
GAMBLING PERMIT – NWTF PRAIRIE EDGE GOBBLERS
WHEREAS, the Todd County Board of Commissioners are establishing their approval for a Gambling Permit for the NWTF Prairie Edge Gobblers through this resolution;
NOW, THEREFORE BE IT RESOLVED, that the Todd County Board of Commissioners approve a Gambling Permit for the NWTF Prairie Edge Gobblers to hold a raffle event at the Thunder Lodge in Long Prairie Township at the address 22056 US 71, Long Prairie, MN on December 30th, 2023.

Todd County Historical Society
On motion by Noska and second by Denny, the following motion was introduced and adopted by unanimous vote: To approve increase of annual appropriation to $15,000 and update lease agreement, to include an addendum with new appropriation for 2024 forward.
Health & Human Services
Laura Vaughn from Northern Pines Mental Health Center provided an overview of 2023 services supported for Todd County clients and introduced the new Northern Pines Mental Health Urgent Care Clinic.
On motion by Becker and second by Noska, the following motion was introduced and adopted by unanimous vote: To approve FFY2024 Low Income Home Energy Assistance Program Grant Contract.
On motion by Noska and second by Denny, the following motion was introduced and adopted by unanimous vote: To eliminate a Registered Nurse position effective immediately.
On motion by Denny and second by Becker, the following motion was introduced and adopted by unanimous vote: To eliminate the Home Care Registered Nurse Team Lead position effective July 19, 2023.
On motion by Noska and second by Denny, the following motion was introduced and adopted by unanimous vote: To approve the Health & Human Services organizational structure from the Child Protection Unit to the Child Services Unit, adding a Child Services Manager and Child Services Supervisor and eliminating the Child Protection Team Lead position.
Commissioners
On motion by Becker and second by Denny, the following motion was introduced and adopted by unanimous vote: To approve contract for a classification and compensation study to be completed by Gallagher for a total of $68,775 with $18,775 of this supported with ARPA Funds.
On motion by Denny and second by Noska, the following motion was introduced and adopted by unanimous vote: To authorize Board Chair to sign purchase agreements for lots adjacent to Historic Courthouse, parcel 36-0042300 at $145,000 and parcel 36-0042400 at $175,000, subject to contingencies.
County Auditor-Treasurer’s Report
The County Auditor-Treasurer reminded that the County Special Primary Election will be held on August 8, 2023 with three polling locations open: Long Prairie City Hall, Long Prairie Township Hall and Reynolds Township Hall from 7 a.m. to 8 p.m. There will also be an election for Upsala School District No. 487 held on August 8, 2023 with one polling location open at the Upsala Recreation Building.
County Commissioner’s Report
The Commissioners reported on meetings and events attended.
Commissioner Becker attended the Finance, Facilities, Wellness, Personnel, Region V and West Central Regional Juvenile Center meetings.
Commissioner Denny attended the Emergency Service Board and other regular committees.
Commissioner Noska attended the Todd County HRA meeting and other regular committees.
Commissioner Neumann attended the SRWD, Policies, CPT, Personnel, Finance, Facilities, and CMCOA meetings.
County Coordinator’s Report
The County Coordinator reported on meetings attended including the Parks and Trails Board, toured a daycare pod location, and other regular committees. A public service announcement message will be posted and published regarding signs not being permitted within the road right-of-way. Due to the new cannabis laws taking affect August 1, 2023, information on how this impacts Todd County will be studied and prepared for a future board meeting to discuss.

Chair Neumann recessed the meeting until August 15, 2023.
