Call to Order
The meeting was called to order with Members Winkels, Lund, Freeman, L. Anderson, B. Anderson and Reeck present (Comprising a Quorum). Also attending: Supt. Tappe; Director of Finance, Regan; Principals Johnson and Schmidt; ICS representatives; a dozen students and several employees and community members; Staples World Manager Editor, Anderson and Recording Secretary Madson
The Pledge of Allegiance was recited.
Motion by Freeman, seconded by B. Anderson, to adopt the agenda as presented. MC
Recognize the Public
Chair Winkels recognized the public and thanked everyone for attending.
School/Community Forum
HS student, Grant Johnson addressed the Board regarding the districts’ hat policy. He cited identity, school spirit, double standards and hats being allowed at sporting events, with removal for respect, as his four causes for consideration.
Consent Agenda:
Motion by Lund, seconded by Reeck, to approve the Consent Agenda. MC
Donations and Grants
Motion by Freeman, seconded by Winkels, to approve the Resolution for Acceptance of Donations and Grants in the amount of $1,186. MC
Finance Items
Motion by B. Anderson, secondedb y L. Anderson, to authorize payment of the vouchers. MC
Motion by Reeck, seconded by Winkels, to certify the proposed tax levy; payable 2022 at the maximum amount. MC
Motion by Freeman, seconded by Lund, to approve the credit reimbursement requests from: Skyla Rewitzer $1,672.75 (CIS); Ginny Haman $1,500; and Tressa Aspros $750; MC
Motion by Reeck, seconded by B. Anderson, to approve the Asset Purchase Agreement with Clearwire Spectrum Holdings, III, LLC. MC. This is the sale of EBS licenses which the district no longer needs - $125,000. MC
Personnel
Motion by Freeman, seconded by L. Anderson, to accept the retirement of Patrick Trettel; eff. 9/17/2021 MC
Thank you, Patrick, for 18 years of service to the SM transportation department as a driver and aid.
Other
Motion by Freeman, seconded by B. Anderson, to ratify the 2021-2023 Certified Staff Master Contract two percent (2%) salary increase for 2021-22 and 2.45 percent (%) salary increase for 2022-2023. MC MF
Facilities - Project Update (ISC)
Damien Williams, Project Manager presented the final proposal for the upcoming projects with architectural renderings and budgets.
Motion by Freeman, seconded by Reeck, to approve the AIA Contract documents B132-2009, C132-2009 and G802 Amendment to the Professional Services Agreement MC MF
Motion by Lund, seconded by Winkels, to approve the ICS Energy Savings Contract. MC

Call to Order
The meeting was called to order with Members Winkel, Freeman, B. Anderson, L. Anderson, Lund and Reeck present (comprising a quorum). Also attending: Director of Finance, Regan; Principal Schmidt; Curriculum Director, Ferdon; several employees and one community member; Staples World Managing Editor, Anderson and Recording Secretary, Madson.

Achievement Data
Deb Ferdon presented the 2021 Student Achievement Data Report. Due to pandemic challenges, MDE considers the assessment results an outlier and does not support comparing 2021 results to previous years.
MCA tests are a test of a system, telling us how well standards are being taught and mastered in the classroom, grade level, content area, school and the district.
Compared to 2019, 54 percent (%) of our students who were tested both years, stayed at Partially Meets and 17 percent (%) increased to a higher achievement level in Reading. In the Math area, 44 percent (%) of students stayed at Partially Meets and seven percenter (7%) increased to a higher achievement level.
Minnesota has been approved for an “Accountability Waiver” and test data for 2020-21 will not be part of any accountability calculations.
Where do we go from here? PLC’s will focus on prioritizing Standards and what students need to know. Teachers will focus on instructions strategies and re-teaching if students do not reach the standards.
