Oath of Office for incoming Board Members: Lisa Anderson, Jeremy Reeck and Bryan Winkels
Roll Call
Roll Call was taken with Members Bryan Winkels, Brad Anderson, Mary Freeman, Bruce Lund, Jeremy Reeck and Lisa Anderson present (comprising a quorum). Also present: Supt. Tappe; Business Managers, Herdegen and Regan; several community members and students; Staples World Managing Editor, Mark Anderson and Recording Secretary Madson. The Pledge of Allegiance was recited.
2021 Organizational Items:
Chair Winkels called for nominations for Board Chair. B. Anderson nominated Winkels.Winkels called for additional nominations and with no further nominations, Winkels was declared the Board Chair.

Official School Attorneys
To name Pemberton Law Office of Fergus Falls; Kennedy & Graven; and Knutson, Flynn & Deans to serve as the official school district attorneys for 2021, and that the selection be determined by the administration. Authority also was granted to the administration to employ any other attorney/law firm as deemed necessary.
Official Depositories
To name the following as official depositories for 2021: First International Bank and Trust, Unity Bank Central, Mid-Central Federal Savings Bank, Mid-Minnesota Federal Credit Union, MN School District Liquid Assets Fund Plus, MN Trust and other financial institutions which are in compliance with MN Statutes governing school district depositories.

Set School Board Meeting Schedule
Motion by Freeman, seconded by Winkels, to set the 2021 meeting schedule:
Regular meetings will be held the third Monday of each month (January and February will be the last Monday of the month) at 6:00 p.m., with a school/ public forum first on the agenda if someone would like to address the board on any topic, subject to the limitations of policy #206.
Work sessions will be the second Monday of the month in January and February and the first Monday of the month thereafter (no Work Session in Sept). All work Sessions MAY be followed by a regular Board Meeting as needed. Other meetings may be called as needed.
All meetings will be held in the building of the District Office. Motion Carried
Motion by Winkels, seconded by Lund, for the 2021 School Board Salary to remain at $3,377. MC

Tappe; Business Services, Herdegen and Regan; Principals, Johnson and Schmidt; several staff, students and community members; Staples World Managing Editor, Anderson; and Recording Secretary, Madson. Chair Winkels recognized the public and thanked everyone for attending.
School/Community Forum
a. Ron Nypan addressed the Board with concerns over the proposed upcoming bond referendum. Concerns included the timing and the tax impact.

Motion by Freeman, seconded by Winkels, to approve the Consent Agenda as presented. MC
Resolution for Accepting Grants and Donations
Motion by Lund, seconded by Reeck, to approve the Resolution for accepting Grants and Donations in the amount of $6,189.80. MC

Motion by Freeman, seconded by Winkels, to authorize payment of the vouchers. MC
Motion by Reeck, seconded by Winkels, to approve the Pay Equity Compliance Report. MC
Facilities
Request consideration and approval of a Resolution relating to the Issuance of School Building Bonds in an amount not to exceed $64,380,000 and Calling for a Special Election on April 13, 2021.
Motion by Freeman, seconded by Lund, to pass the Resolution relating to the Issuance of School Building Bonds in an amount not to exceed $64,380,000 and Calling for a Special Election on April 13, 2021. Upon a Roll Call vote, voting in favor: Freeman, Reeck, Winkels, Lund and L. Anderson. Opposed: None B. Anderson was not present. Motion Carried.
Superintendent Tappe gave updates on referendum stakeholder meetings, COVID vaccine and saliva test availability for staff and the new Due North Education Plan from the Governor. Shout outs were given to all Support Staff and also to building administrator for their hard work and dedication to keep students in school. Phyl Runzel and Kim Prestridge are the district’s nominations for the Sourcewell Educator of Excellence Award.
Next steps for the referendum process were reviewed: Communication plan, microsite, tax calculator and informational mailers going out to all boxholders.
