Call to Order

The Todd County Board of Commissioners met in the Commissioner’s Board Room in the City of Long Prairie, MN on the 16th day of April, 2019 at 9:00 a.m. The meeting was called to order by Chairperson Kneisl. The meeting was opened with the Pledge of Allegiance. All Commissioners were present.

Approval of Agenda

On motion by Erickson and seconded by Neumann, the following motion was introduced and adopted by unanimous vote: To approve the agenda as presented.

Consent Agenda

On motion by Kircher and seconded by Becker, the following motions were introduced and adopted by unanimous vote:

To approve the Commissioner’s Meeting Minutes for April 2, 2019 as presented.

On motion by Kircher and seconded by Erickson, the following resolution was introduced and adopted by unanimous vote:

TRANSFER OF FUNDS - PUBLIC WORKS NORTHERN SHOP COLD STORAGE 

BUILDING PROJECT

WHEREAS, the Todd County Board of Commissioners approved the construction of Public Works Northern Shop Cold Storage Building for $89,535.74 via BA #20180501-15 with a funding plan to source monies from Fund 03-Public Works, and;

WHEREAS, the Todd County Board of Commissioners authorized the transfer of funds in the amount of $89,535.74 from Fund 03-Public Works to Fund 37-Building Construction to cover the expenses of the project, and;

WHEREAS, the Public Works Northern Shop Cold Storage Building Project was completed and funds have been tallied in the amount of $92,272.40, and;

WHEREAS, the difference of $2,736.66 is being requested to be provided by Fund 03-Public Works to complete this project’s funding needs and zero out the balance on the books of Fund 37-Bldg Construction.

NOW, THEREFORE BE IT RESOLVED, that the Todd County Board of Commissioners hereby authorize the transfer of funds in the amount of $2,736.66 from Fund 03-Public Works to Fund 37-Building Construction for reimbursement of the overage of expenses incurred for the Public Works Northern Shop Cold Storage Building Project.

On motion by Becker and seconded by Neumann, the following resolution was introduced and adopted by unanimous vote:

APPROVAL OF THE TRAILS ASSISTANCE PROGRAM FUNDING

FOR FISCAL YEARS 2019 THROUGH 2023

WHEREAS, the Todd Area Trails Association provides snowmobile trails to meet the Todd County Area’s winter recreational needs, and;

WHEREAS, the State of Minnesota offers funding of such trails through its Trails Assistance Program, and;

WHEREAS, Todd County has acted as the legal sponsor and is willing to continue to act as the legal sponsor for any future applications for the DNR Snowmobile Trails Assistance program, and;

WHEREAS, Todd County has entered into an agreement and is willing to continue entering into an agreement with the State of Minnesota for the specific grant programs made available, and;

WHEREAS, Todd County has and is willing continue to comply with all applicable laws and regulations as stated in all agreements presented to date, and;

WHEREAS, the Todd County Auditor/Treasurer has and is willing to continue to act as a fiscal agent on behalf of Todd County.

NOW, THEREFORE BE IT RESOLVED, the Todd County Board of Commissioners, Long Prairie, Minnesota do hereby approve the application and proposal of the Todd Area Trails Association for a Five (5) year period, fiscal years 2019 through 2023, and authorizes the County Board Chairperson and/or the County Auditor-Treasurer to sign all necessary forms and agreements to participate in this program.

Public Works

On motion by Neumann and seconded by Erickson, the following resolution was introduced and adopted by unanimous vote:

WHEREAS, sealed bids were received on April 8, 2019 by the Todd County Public Works Director for SAP 077-613-003, SAP 077-619-005, SAP 077-635-001, SAP 077-637-005, SAP 077-647-003, CP 19:59, CP 19:93, CP 19:96, CP 19:101, CP 19:105, CP 77-19-01, CP 77-19-04, CP 77-19-07 and SAP 077-600-008, said projects for highway construction work at various locations in Todd County, and;

WHEREAS, the following sealed bids were received:

Central Specialties, Inc. Alexandria, Minnesota: $5,356,913.05

Knife River Corporation, Sauk Rapids, Minnesota: $5,394,497.63

Anderson Brothers Construction, Brainerd, Minnesota: $5,596,394.56

Duininck Construction, Prinsburg, Minnesota: $6,914,634.88

NOW, THEREFORE BE IT RESOLVED, that the Todd County Board of Commissioners does hereby accept and award the contract for the above said construction projects to Central Specialties of Alexandria, Minnesota based on their low bid of $5,356,913.05.

Facilities Department

On motion by Erickson and seconded by Kircher, the following motion was introduced and adopted by unanimous vote: To approve the budgeted request to purchase the Simplicity Cobalt for $7,199 from Farm-Rite.

County Ditch/Ag Inspector

On motion by Kircher and seconded by Becker, the following motion was introduced and adopted by unanimous vote: To acknowledge receipt of a Hold Harmless Agreement petition from Black River Farms LLC to install a private crossing in County Ditch 32 on Parcel 24-0017600, Turtle Creek Twp Section 18.

On motion by Becker and seconded by Kircher, the following motion was introduced and adopted by unanimous vote: To hire J.A. Smith Co. to assist the CDI with the inspection of two (2) miles of CD32 in Turtle Creek Twp, SW4 of Section 9 and SW4, NW4 & NE4 of section 17, because the area is not walkable and there are complaints of drainage issues. The inspection will be done with an amphibian ATV at the cost of $300 for travel and inspection.

On motion by Kircher and seconded by Erickson, the following motion was introduced and adopted by unanimous vote with Commissioner Neumann abstaining: To hire J.A. Smith Co. to assist the CDI with the inspection of 1 mile of CD43 in Gordon Township, SE4 & NE4 of Section 3, because the area is not walkable and there are complaints of drainage issues. The inspection will be done with an amphibian ATV at the cost of $200 for travel and inspection.

Planning & Zoning

On motion by Neumann and seconded by Kircher, the following motion was introduced and adopted by unanimous vote: To grant the subdivision request to create a one lot subdivision named REM Properties on Little Birch Lake with the conditions recommended by the Planning Commission.

County Sheriff

On motion by Erickson and seconded by Kircher, the following resolution was introduced and adopted by unanimous vote:

ESTABLISH A NEW BANK ACCOUNT

WHEREAS, the Todd County Detention Center has entered into an agreement with Stellar Services, Inc to provide canteen services for the inmates, and;

WHEREAS, Stellar Services, Inc. requires that the Todd County Detention Center create a new bank account for this service.

NOW, THEREFORE BE IT RESOLVED, that Todd County Board of Commissioners allow the Todd County Detention Center to establish a new bank account for canteen services.

Great River Regional Library

Karen Pundsack, GRRL Director along with the managers of the Eagle Bend, Grey Eagle, Long Prairie and Staples library branches provided a summary of the 2018 activities of the Great River Regional Library for the County Board’s review.

County Extension

On motion by Becker and seconded by Neumann, the following motion was introduced and adopted by unanimous vote: To appoint Ms. Sarah Current to a 3-year term on the County Extension Committee January 1, 2019 to December 31, 2021.

Health & Human Services

On motion by Erickson and seconded by Kircher, the following motion was introduced and adopted by unanimous vote: To approve Maggie Chapin to fill the open Child Protection Social Worker position.

On motion by Kircher and seconded by Neumann, the following resolution was introduced and adopted by unanimous vote:

A RESOLUTION 

ESTABLISHING 

SUPPORT FOR 

SEEKING FUNDING FROM SOURCEWELL FOR REGIONAL TRAINING OF PUBLIC HEALTH AGENCIES IN HEALTHY MOOD MANAGEMENT FOR PREGNANT WOMEN AND NEW MOTHERS

WHEREAS, Sourcewell, is providing innovation funding for the cities and counties in Region Five, and;

WHEREAS, The Public Health agencies of Cass, Crow Wing, Morrison, Todd and Wadena counties work with women with limited social support, and dysfunctional moods during pregnancy and the early postpartum period, and;

WHEREAS, The Mothers and Babies Program is an evidence based practice that has proven to lead to fewer new cases of clinical depression, reductions in depressive symptoms, decreased perceived stress, improved coping and mood management, as well as better quality of parent-child interactions, and;

WHEREAS, Becoming a group of trained professionals will allow the Maternal Child Health nursing staff to better respond to needs of the mothers and babies of Region V Counties.

NOW, THEREFORE BE IT RESOLVED, that the Todd County Board of Commissioners approves the Sourcewell innovative funding application submitted with the Region V Counties of Cass, Crow Wing, Morrison, Todd and Wadena to collaborate with a professional organization on a training plan that will enhance the skills of the nurses working with pregnant women and new mothers to be able to better support individuals prone to depression and mood disorders during and after pregnancy.

An update was provided to the County Board by Jackie Och and Michael Steinbesser regarding the Region V+ Adult Mental Health Initiative’s Comprehensive Re-entry Program.

On motion by Kircher and seconded by Becker, the following resolution was introduced and adopted by unanimous vote:

RE-ENTRY PROGRAM TO REDUCE 

THE NUMBER OF PEOPLE WITH MENTAL ILLNESSES IN JAILS

WHEREAS, The Todd County Board continues to see the impacts of ongoing reductions in state and federal funding for serious mental illness in our community and the resulting increased rates of serious mental illness in child protection cases and in incarcerations in the county jail at rates three to six times higher than the general population;

WHEREAS, The net effect of these changes is the increasing criminalization of serious mental illness, which reflects an actual change from one kind of institutionally-based care for serious mental illness in which appropriate psychiatric treatment and programming elements were provided in a residential setting to an institutionalized residential setting that is ill-equipped to do the same, which we believe to be a worse system that what we had with the state hospitals;

WHEREAS, without the appropriate treatment and services, people with mental illnesses continue to cycle through the criminal justice system, often resulting in tragic outcomes for these individuals and their families; 

WHEREAS, Region V+ Adult Mental Health Initiative (Cass, Crow Wing, Morrison, Aitkin, Todd and Wadena counties) takes pride in its responsibility to protect and enhance the health, welfare, and safety of its residents in efficient and cost-effective ways;

WHEREAS, Region V+ Adult Mental Health Initiative has launched a regional Comprehensive Re-Entry Program in partnership with other key stakeholders that will safely reduce the number of adults with mental illnesses in jails by connecting them to community-based treatment and services.

NOW, THEREFORE BE IT RESOLVED,  THAT TODD COUNTY, THROUGH ROSEMARY FRANZEN, CROW WING COUNTY CHAIR OF THE BOARD OF COMMISSIONERS, does hereby sign on to the continued development of our Comprehensive Re-Entry Program as a regional project of the Adult Mental Health Initiative to reduce the number of people with mental illnesses in our county jails. We resolve to:

• Apply for funding through Sourcewell to begin our regional efforts around safely reducing the number of people with mental illnesses in jails; and

• Collect and review prevalence numbers and assess individuals’ needs to better identify adults entering jails with mental illnesses and their recidivism risk, and use that baseline information to guide decision making at the system, program, and case levels; and

• Examine treatment and service capacity to determine which programs and services are available in the county for people with mental illnesses and co-occurring substance use disorders, and identify state and local policy and funding barriers to minimizing contact with the justice system and providing treatment and supports in the community; and

• Develop a plan with measurable outcomes that draws on the jail assessment and prevalence data and the examination of available treatment and service capacity, while considering identified barriers; and 

Create a process to track progress using data and information systems, and to report on barriers and successes.
