ORDINANCE NO. 548
ADOPTING A
MORATORIUM ON CANNABIS
BUSINESSES WITHIN THE CITY OF
STAPLES
The City of Staples has enacted Ordinance No. 548, imposing a moratorium on the establishment and operation of cannabis businesses within the city. This moratorium is in response to recent comprehensive state legislation regulating cannabis, which includes the creation of the Office of Cannabis Management (OCM) and new rules for cannabis businesses.
The moratorium will remain in effect until January 1, 2025. During this period, no new cannabis businesses will be allowed to operate within the city’s jurisdiction. Existing businesses involved in the Medical Cannabis Program or the legal sale of edible cannabinoid products will be exempt from this moratorium.
The city will conduct a study to consider reasonable regulations for cannabis businesses, utilizing model ordinances from the OCM. This ordinance aims to protect the planning process and ensure the health, safety, and welfare of Staples’ residents. The moratorium provides time for the city to carefully evaluate and adopt appropriate regulations for cannabis businesses.

ORDINANCE
The City of Motley council adopted a newly revised floodplain ordinance at the July 8, 2024, city council meeting. The ordinance was based off the Minnesota DNR model floodplain ordinance, to satisfy the state and federal standards detailed in Minnesota Statutes, Chapter 103F; Minnesota Rules, parts 6120.5000 - 6120.6200; the rules and regulations of the National Flood Insurance Program in 44 CFR 59 to 78. The ordinance provides the general regulations for development in floodplains, as well as procedures guiding administrative responsibilities.
