Todd County Board of Commissioners 

april 4, 2017

 

Call to Order

The Todd County Board of Commissioners met in the Commissioner’s Board Room in the City of Long Prairie, MN on the 4th day of April, 2017 at 9:00 a.m. The meeting was called to order by Chairperson Erickson. The meeting was opened with the Pledge of Allegiance. All Commissioners were present.

Approval of Agenda

On motion by Kneisl and seconded by Neumann, the following motion was introduced and adopted by unanimous vote. To approve the agenda with the deletion of 11.2 Request to move Officer Manager Position from Grade 9 Step 3 to Step 6 for further research.

Consent Agenda

On motion by Becker and seconded by Neumann, the following motions and resolutions were introduced and adopted by unanimous vote:

To approve the Commissioner’s Meeting Minutes for March 21, 2017 as presented.

GAMBLING PERMIT – LONG PRAIRIE 

HOCKEY ASSOCIATION

WHEREAS, the Todd County Board of Commissioners are establishing their approval for a Gambling Permit for the Long Prairie Hockey Association through this resolution;

NOW, THEREFORE BE IT RESOLVED, that the Todd County Board of Commissioners approve a Gambling Permit for the Long Prairie Hockey Association to hold gambling activities at Thunder Lodge in Long Prairie Township at the address 22056 US 71, Long Prairie, MN effective May 1, 2017 until revoked or otherwise cancelled as provided by law.

Auditor-Treasurer

On motion by Kircher and seconded by Becker, the following motion was introduced and adopted by unanimous vote: To approve the Auditor Warrants number 229214 through 229348 in the amount of $1,038,112.46.

On motion by Kneisl and seconded by Neumann, the following motion was introduced and adopted by unanimous vote: To approve the Commissioner Warrants number 45738 through 45815 in the amount of $72,835.19.

On motion by Kircher and seconded by Kneisl, the following motion was introduced and adopted by unanimous vote: To approve the Health & Human Services Warrants number 700320 through 700471 in the amount of $89,857.77 and Warrants number 512407 through 512421 in the amount of $6,786.69.

Ditch Inspector

On a motion by Kneisl and seconded by Becker the following motion was introduced and adopted by unanimous vote: To acknowledge receipt of Outlet Petitions to County Ditch 18 for parcels 13-0014600, 13-0016000, 13-0016200, and 13-0020600.

Custodial Department

On motion by Neumann and seconded by Kneisl, the following motion was introduced and adopted by unanimous vote: To authorize administration to begin recruiting in house for the Building Services Supervisor position.

Hands of Hope

On motion by Kircher and seconded by Kneisl, the following resolution was introduced and adopted by unanimous vote:

2017 SEXUAL ASSAULT AWARENESS MONTH PROCLAMATION

WHEREAS, the board of commissioners and Hands of Hope resource Center work jointly towards making every home and community in Todd County safe, and;

WHEREAS, the voices of those who have been victimized by sexual assault must be heard through public awareness and education activities, and;

WHEREAS, in 2016, Hands of Hope Resource Center served 51 new victims of sexual assault, 12 of those victims were children, 26 were adult victims, and the remainder were secondary victims, moms, dads, siblings, friends and extended family members, the bulk of which are constituents of this county board. The other important factor we need to remember is that over 60 percent of sexual assaults are never reported, and;

WHEREAS, over three fourths of these assaults are committed by someone that is known to the victim, and often times take place either in the victim’s home or within a mile of that home, and nearly half of all sexual assaults are happening to our children under 18 years of age, and;

NOW THEREFORE BE IT RESOLVED, that the Todd County Board of Commissioners join Hands of Hope Resource Center in encouraging all Todd County residents to become a part of the solution to eliminate sexual violence in our county, and;

BE IT FURTHER RESOLVED, that the Todd County Board of Commissioners, does hereby proclaim April 2017 as Sexual Assault Awareness Month and urge citizens to reach out to victims, learn more about this crime, and speak out against it.

On motion by Neumann and seconded by Becker, the following resolution was introduced and adopted by unanimous vote:

NATIONAL CRIME VICTIMS’ RIGHTS WEEK APRIL 2 – 8, 2017

WHEREAS, Americans are the victims of more than 20 million crimes each year, affecting individuals, and communities;

WHEREAS, Providing victims with knowledge of their rights and available services further strengthens their ability to recover by restoring a sense of self-empowerment;

WHEREAS, A trauma-informed response to victims promotes healing and fosters strength in survivors;

WHEREAS, Unaddressed trauma from victimization weakens the resilience of victims and their communities, impeding their ability to withstand future trauma;

WHEREAS, Victims who feel understood and supported are more likely to disclose their victimization, seek services, and participate in the justice process;

WHEREAS, A multidisciplinary response, involving collaboration among victim service professionals, criminal justice officials, legal professionals, medical and mental health providers, and community leaders is essential to reach and serve all victims - especially those who are marginalized, have disabilities, or live in remote locations;

WHEREAS, Strengthening the multidisciplinary response – bringing diverse skills, perspectives, and understandings together in the service of victims - also serves to build the resilience of those responders, by strengthening the confidence in their roles, abilities, and sense of contribution;

WHEREAS, National Crime Victims’ Rights Week, April 2-8, 2017, provides an opportunity to recommit to ensuring that all victims of crime - especially those who are challenging to reach or serve – are afforded their rights and receive a trauma-informed response; and

WHEREAS, Hands of Hope Resource Center is hereby dedicated to strengthening victims and survivors in the aftermath of crime, building resilience in our communities and our victim responders, and working for justice for all victims and survivors.

NOW, THEREFORE BE IT RESOLVED, that the Todd County Board of Commissioners do hereby proclaim the week of April 2-8, 2017, as

Crime Victims’ Rights Week

And reaffirm Todd County’s commitment to creating a victim service and criminal justice response that assists all victims of crime during Crime Victims’ Rights Week and throughout the year; and to express our sincere gratitude and appreciation for those community members, victim service providers, and criminal justice professionals who are committed to improving our response to all victims of crime so that they may find relevant assistance, support, justice, and peace.

Soil & Water

On motion by Kircher and seconded by Neumann, the following resolution was introduced and adopted by unanimous vote:

RESOLUTION 

TO ADOPT TODD 

COUNTIES AQUATIC INVASIVE SPECIES PREVENTION PLAN FOR 2017

WHEREAS, 2014 Session Law Chapter 308 enacted by the Legislature provides Minnesota counties a County Program Aid grant for Aquatic Invasive Species (AIS) prevention. The amount designated to each county is based on the number of watercraft trailer launches as well as the number of watercraft trailer parking spaces within each county. Todd County was allocated approximately 1.6 percent (%) of the total, which equates to $154,769 in 2017, and;

WHEREAS, the legislation requires that Todd County must establish, by resolution or through adoption of a plan, guidelines for the use of the proceeds which are to prevent the introduction or limit the spread of aquatic invasive species at all access sites within the county, and;

WHEREAS, the county may appropriate the proceeds directly, or may use any portion of the proceeds to provide funding for a joint powers board or cooperative agreement with another political subdivision, a soil and water conservation district in the county, a watershed district in the county, or a lake association located in the county. Any money appropriated by the county to a different entity or political subdivision must be used as required under this section, and;

WHEREAS, the county must submit a copy of its guidelines for use of the proceeds to the Department of Natural Resources by December 31 of the year the payments are received, and;

WHEREAS, the Board of Commissioners of Todd County, Minnesota, designated oversight of Todd County’s AIS prevention efforts to the Todd Soil, Water, Conservation Development Division (SWCDD) and delegated to them the responsibility to convene an Advisory Committee and prepare, implement and report annually plans to allocate funding in accordance with above legislation;

NOW, THEREFORE, BE IT RESOLVED, the Board of Commissioners of Todd County, Minnesota, adopt the Aquatic Invasive Species Prevention Plan for 2017 as presented.

On motion by Neumann and seconded by Kircher, the following motion was introduced and adopted by unanimous vote: To agree to enter into contracts with Big Birch Lake Association and WaterGuards, LLC for services outlined in attached contracts.

Health & Human Services

On motion by Kircher and seconded by Becker, the following resolution was introduced and adopted by unanimous vote:

CHILD ABUSE 

PREVENTION 

PROCLAMATION

WHEREAS, child abuse prevention is a community problem and finding solutions depends on involvement among people throughout the community;

WHEREAS, the effects of child abuse are felt by whole communities and need to be addressed by the entire community;

WHEREAS, effective child abuse prevention succeeds because of partnerships created between parents, practitioners, schools, faith communities, health care organizations, law enforcement agencies, and the business community;

WHEREAS, family-serving, youth focused prevention programs offer positive alternatives for young people and encourage parents and youth to develop strong ties to their communities;

WHEREAS, all citizens need to be more aware of child abuse and neglect and its prevention within the community, and be involved in supporting parents to raise their children in a safe, nurturing society;

NOW, THEREFORE BE IT RESOLVED, that We, The Todd County Board of Commissioners, hereby proclaim April as Child Abuse Prevention Month in the County of Todd and call upon all citizens, community agencies, religious organizations, medical facilities, and businesses to increase their participation in efforts to prevent child abuse and neglect, thereby strengthening the communities in which we live.

County Attorney

On motion by Becker and seconded by Neumann, the following motion was introduced and adopted by unanimous vote: To approve to begin the recruitment process for a part-time legal assistant.

Auditor-Treasurer’s Report

Forfeited Land Auction was held on April 3, 2017 and 15 parcels were sold. 2017 Property Tax Statements were mailed beginning March 27, 2017. Continued meetings with Eagle Valley School District. CliftonLarsonAllen will be present the week of April 10 for yearly audit processes.

Commissioner’s Report

The Commissioners reported on the meetings that they had attended. 

Coordinator’s Report

A meeting was held with Ann from Springsted and now awaiting further information for review.

Recess

Commissioner Erickson recessed the meeting until April 18, 2017.
