REGULATING CANNABIS BUSINESSES AND REPEAL CHAPTER 16, ARTICLE VII
AN ORDINANCE to regulate cannabis businesses, establish definitions, set zoning standards, provide a process for registration and enforcement, regulate lower-potency hemp edibles, and repeal Chapter 16, Article VII of the City Code.
The entire ordinance is available for review on the City’s website at Staples.govoffice.com or at City Hall during regular business hours.

held on October 25, 2024
Call to Order
The Todd County Board of Commissioners met in the Commissioner’s Board Room in the City of Long Prairie, MN on the 25th day of October, 2024 at 10:00 a.m. The meeting was called to order by Chairperson Becker. The meeting was opened with the Pledge of Allegiance. All Commissioners were present.
Acknowledgement of Agenda
On motion by Byers and second by Noska, the following motion was introduced and adopted by unanimous vote: To acknowledge the agenda as presented.
Union Negotiations
Summary presentation provided by Labor Attorney Hansen to the LELS Sheriff unit for discussion.
On motion by Denny and second by Neumann, the following motion was introduced and adopted by unanimous vote: To enter into closed session pursuant to Minnesota Statute 13D.03 at 10:59 a.m.
On motion by Byers and second by Denny, the following motion was introduced and adopted by unanimous vote: To reopen the session at 11:11 a.m.
LELS unit provided a status update to the County Board to continue this conversation at the next meeting opportunity.
The County Board paused the meeting until the next scheduled union appointment time of 11:30 a.m.
On motion by Neumann and second by Byers, the following motion was introduced and adopted by unanimous vote: To resume the meeting in open session.

Call to Order
The Todd County Board of Commissioners met in the Commissioner’s Board Room in the City of Long Prairie, MN on the 4th day of November, 2024 at 9:00 a.m. The meeting was called to order by Chairperson Becker. The meeting was opened with the Pledge of Allegiance. All Commissioners were present.

University of Minnesota Extension
On motion by Byers and second by Noska, the following motion was introduced and adopted by unanimous vote: Approval of 2025-2027 Memorandum of Agreement for Todd County Extension as presented.
Environmental Health Ordinance - Public Hearing
Todd County Health & Human Services has revised its Environmental Health Ordinance to be implemented in 2025 and held the first public hearing on October 15, 2024. Notice of the public hearings on October 15 and November 4 was published in the Todd County newspapers the weeks of September 23 and 30, 2024 and is posted on the County website. A copy of the revised ordinance was reviewed and discussed.
County Ditch/Ag Inspector
On motion by Denny and second by Noska, the following motion was introduced and adopted by unanimous vote: Acting as Ditch Authority, acknowledge receipt of a Hold Harmless Agreement petition to clean CD29 on parcels 07-0029100 & 07-0029200 - Eagle Valley Twp Section 25.

Public Works
On motion by Denny and second by Noska, the following resolution was introduced and adopted by unanimous vote:
FINAL PAYMENT A
UTHORIZATION – 2024 GRAVEL SURFACING CONTRACT
WHEREAS, the contract with Braaten Aggregate Inc. for a 2024 Gravel Surfacing Contract known as CP 24:80, CP 24:82, and CP 24:84 located on County Road 80, County Road 82 and County Road 84 in all things been completed, and;
WHEREAS, construction work on this contract was scheduled and completed in 2024 with the value of the total work certified being $281,134.69, and;
WHEREAS, partial payments amounting to $267,077.96 have been previously been made to the contractor as work progressed, and;
WHEREAS, it has been determined that $14,056.73 still remains to be paid to Braaten Aggregate Inc.
NOW, THEREFORE BE IT RESOLVED, that the Board of Commissioners does here accept said completed project for and in behalf of the County of Todd and authorizes final payment as specified.
Facilities Department
On motion by Byers and second by Neumann, the following motion was introduced and adopted by unanimous vote: To approve the professional services provided by Widseth for the parking lot design for a total cost of $14,000.
County Attorney
On motion by Noska and second by Denny, the following motion was introduced and adopted by unanimous vote: Approve the Todd County Law Library Board’s request to build a conference room within the existing Todd County Law Library.
County Sheriff
On motion by Noska and second by Neumann, the following motion was introduced and adopted by unanimous vote: Purchase a 2024 Chevy Tahoe for $50,001.32 and a 2024 Chevy Silverado 1500 crew cab for $49,980.56 for a total of $99,981.88.
Health & Human Services
On motion by Byers and second by Denny, the following motion was introduced and adopted by unanimous vote: To set the Opioid Settlement annual meeting for November 20, 1-2 p.m.
On motion by Neumann and second by Noska, the following motion was introduced and adopted by unanimous vote: To approve the HHS-Financial Support Services unit, Annex II redesign.
Administration
Motion by Neumann, the following motion was introduced and failed due to lack of a second: Do not approve request for an unpaid medical leave of absence for employee #0486.
On motion by Noska and second by Byers, the following motion was introduced and adopted by majority vote with Neumann against: To approve request for an unpaid medical leave of absence starting October 29, 2024 for 30 days.
County Auditor-Treasurer’s Report
The County Auditor-Treasurer reported that early voter turnout is on record pace. Reminder that the State General Election will be Tuesday, November 5, 2024. Agricultural taxes will be due on November 15, 2024.
County Attorney’s Report
The County Attorney acknowledged the efforts of the A/T office to put forward the election process and encouraged our county’s residents to vote.
County Coordinator’s Report
The County Coordinator echoed support of the election efforts of the A/T office. She also attended the STS Open House, union negotiations, environmental health appeals hearing and meeting AMC interns regarding grant opportunities.
County Commissioner’s Report
The Commissioners reported on meetings and events attended.
Commissioner Denny attended union negotiations and encouraged constituents to vote.
Commissioner Becker attended the personnel, west central, Rainbow Rider, AMC district 4, STS open house, environmental health appeals hearing, Rainbow Rider TAC, Region V, facilities, union negotiations, personnel and MCIT meetings. Also, echoed thanks to the A/T staff for elections and the update regarding being a sanctuary county.
Commissioner Neumann attended the SRWD, grievance, policy, union negotiations, Rainbow Rider TAC, personnel meetings and removed docks at Battle Point.
Commissioner Noska attended meetings including STS open house.
Commissioner Byers attended the STS Open house, TCDC, union negotiations, environmental health appeal hearing, facilities, airport commission meetings. Update regarding Todd County being listed as a sanctuary county has been clarified and removed.
Recess
