Call to Order

The Work Session was called to order by Vice Chair Anderson. Attending in person were Longbella, Freeman and Lund. Frisk, Anderson and Winkels attended remotely (comprising a quorum). Also attending: Supt. Tappe; Business Services Regan and Herdegen; Mike Hubbard and Dave Bergeron, ICS Consulting, Principal Schmidt; several community members and students; and Recording Secretary, Madson. 

The Pledge of Allegiance was recited.

Facilities Information and Discussion

Mike Hubbard, ICS Consulting, presented a Facilities Committee Progress Update to the Board. 

•Review of the Project Schedule

•District Valuation and Tax Impact 

  o A bond referendum would be based on the net tax capacity of the district and the tax burden is spread across all landowners.

   o The Median Home Value in our district is $125,000

  o By 2023, the state will pay 14.4 percent (%) of the district’s bond payments through the Ag2School Tax Credit, which equates to $9.28 million

•Look at the facility options 

Rational was included for several facility options which included age appropriate education, secure entrances, efficiencies, provide proper eating areas, provide flexible learning space, and supporting all learners. 

•Review of Operational savings 

•Scientific Survey

  o A survey will be conducted by the Morris Leatherman Company from Nov. 9 through Thanksgiving with results presented to the Board at the Dec. 7 Work Session. These questions would be directed to 400 registered voters across the district. This will provide information regarding plan options, tax tolerance, Board and administration performance, etc.

The meeting was called to order with Longbella, Winkels, Frisk, Freeman, Anderson and Lund present (comprising a quorum).  Also attending: Supt. Tappe; Business Services Herdegen and Regan; Principals Johnson and Schmidt; Mike Hubbard, ICS Consulting; Deb Ferdon, Curriculum; about ten employees, students and community members; Mark Anderson, Staples World; and Bonnie Madson, Recording Secretary.

Facility Updates

Mike Hubbard, ICS Consulting, presented results from the staff survey (aprox. 95) and community stakeholder survey (237).  He then reviewed with the Board two facility options showing conceptual plans. Supt. Tappe and Mike Hubbard will be holding two informational meetings for staff the following day with an opportunity for questions and answers.
