Request for Proposals
Tourism Marketing
Overview
The City of Staples recently approved an ordinance that allows the City to implement a Local Lodging Tax. The proceeds of this tax must be utilized to fund a Tourism Promotion Committee for the purpose of marketing and promoting the City as a tourist center. The City is requesting proposals from non-profit organizations which have experience and qualifications in regards to marketing, specifically tourism marketing.
The selected organization will be held responsible for all financial management, implementation, and reporting duties to execute a defined strategic marketing plan. This would include the management and oversight of any and all hired resources to complete plan requirements.
Proposal Requirements
The lodging tax has an anticipated approximate first year budget of $25,000 and a second year budget of $50,000, with an anticipated start date of January 2018. The proposal must include a two year marketing plan that includes desired outcomes along with a detailed budget sharing how much each activity will cost as well as approximate timeline for implementation.

The City is interested in utilizing all forms of marketing including but not limited to print, digital, mobile/interactive/apps, social media, radio, television, partnerships and promotions. Submitted marketing plans do not need to include all forms listed. However, the City requires a written explanation for any listed activities excluded from the strategy.
Timeline
Please submit proposals by October 1, 2017 for initial review. You may be asked to present your proposal to the council to assist in making an informed decision. The anticipated start date of the project will be January 1, 2018.

PUBLIC HEARING ON PROPOSED CAPITAL IMPROVEMENT PLAN
Notice is hereby given that the Staples City Council will hold a public hearing at 7:00 p.m. on Tuesday, September 12, 2016 at the Staples City Hall to consider the proposed 2018-2022 City of Staples Capital Improvement Plan. The Capital Improvement Plan is a plan for major expenditures, beyond maintenance and operating costs, for the acquisition or construction of facilities, public improvements, and major equipment purchases.
This hearing allows the public to provide input on the proposed Capital Improvement Plan. A copy of the proposed Capital Improvement Plan is available at the Staples City Hall for public inspection.

First Quote:
Remove asphalt beginning at Highway 210 going south 1,560 feet. Sub grade preparation - dig out culvert, put in 1’ of rock and reset culvert; place fabric 24’ wide; put on one (1) foot of class 5 gravel, 23’ wide, compacted, estimated at 1,700 yards. Work to be completed by October 30, 2017.
Second Quote:
Remove asphalt beginning at Highway 210 going south 1,560 feet. Push back topsoil on shoulders and pull back after road is raised. Dig out culvert, put in 1’ of rock and reset culvert. Sub-cut two (2) feet of road bed 26’ wide, estimated 3,800 yards. Place fabric 26’ wide. Fill with sand 2-1/2 feet thick, estimated at 4,700 yards. Add 8” of class 5 gravel, compacted, 23’ wide, estimated at 1,150 yards. Seed shoulders when done. Work to be completed by October 30, 2017.
