Envelopes containing bids must be sealed, clearly marked on the lower left-hand corner “Bid Enclosed for Staples Community Center Remodel” and with the name and address of the bidder and the date and hour of the opening.
PROJECT DESCRIPTION: The project consists of the alteration and construction of renovating the existing men’s and women’s locker room, to make it more ADA accessible. The project will include demolition, new construction, including but not limited to CMU, aluminum storefront, toilet partitions, plumbing fixtures, HM doors and frames, updating Mechanical, Plumbing and Electrical as required.
Each bid must be accompanied with a cashier’s check, bid bond, U.S. Government Bonds (at par value) or certified check equal to five percent (5%) of the amount of the proposal. Security is payable to the Owner as a guarantee of prompt execution of the contract in accordance with the proposal and Contract documents, along with furnishing Payment and Performance Bonds of One Hundred percent (100%) of the bid amount acceptable to the Owner.
Bids received after the deadline will be returned unopened. Bids are to be submitted on the Bid Form provided in the project manual. Bids not received on the Bid Form will be cause for rejection.

The successful bidder must be a “responsible contractor.” The term “responsible contractor” means a contractor as defined in Minnesota Statutes Section 16C.285, subdivision 3. Any prime contractor, subcontractor, or motor carrier that does not meet the minimum criteria or fails to comply with the verification requirements is not a responsible contractor and is not eligible to be awarded a construction contract for the project or to perform work on the project. A prime contractor, subcontractor, or motor carrier that makes a false statement under oath verifying compliance with the minimum criteria will be ineligible to be awarded a construction contract on the project and the submission of a false statement may result in termination of a contract awarded to a prime contractor, subcontractor, or motor carrier that submits the false statement. A prime contractor shall include in its verification of compliance a list of all of its first-tier subcontractors that it intends to retain for work on the project. Before execution of a construction contract, a prime contractor shall submit a supplemental verification under oath confirming that all subcontractors and motor carriers that the prime contractor intends to use to perform project work have verified to the prime contractor, through a signed statement under oath by an owner or officer, that they meet the minimum criteria for a responsible contractor.
Bids may not be withdrawn within forty-five (45) days after the scheduled closing time for receiving bids without consent of the Owner. The Owner reserves the right to reject any and all bids and rebid the project until a satisfactory bid is received.
No bid will be read or considered if the bid does not fully comply with the requirements of this invitation and/or other bidding and contract documents. Any deficient bid submitted will be resealed and returned to the bidder immediately.

CITY OF STAPLES ORDINANCE NO. 558
ORDINANCE AMENDING CHAPTER 20-22, SECTION 3, OF THE CITY CODE OF THE CITY OF STAPLES
The City Council of the City of Staples hereby ordains as follows:
An amendment to Sec. 20-22 - Discharge Prohibited, to read as follows:
Except as herein specifically authorized, the discharge or use of deadly weapons within the city is hereby prohibited, except that the discharge or use of deadly weapons shall be allowed if all the requirements in at least one subsection described below are fulfilled where the discharge of the deadly weapon takes place:
(1) The property is in an agricultural district and the discharge is for hunting or predatory control purposes and written permission from the owners and occupants of any occupied buildings within 500 feet of the discharge has been obtained with the written permission to be in possession of the person discharging the deadly weapon, and all state and federal regulations and the requirements of 20-22(4) are obeyed.
(2) The property is in an agricultural district with a size of at least 40 acres, and the discharge is in conjunction with the slaughtering of livestock for purposes of human consumption, and the projectile does not carry beyond the property boundary line.
(3) The property is in one of the following described non-agricultural parcels, and only a bow and arrow is used for hunting or predatory control purposes, and all state and federal regulations and the requirements of 20-22(4) are obeyed:

(4) For all hunting or predatory control purposes, the following requirements must be met:
a) All persons, except those with a handicap exemption, must hunt from an elevated stand a minimum of six (6) feet above the ground. Approved handicap persons may hunt in a ground blind.
b) Only portable stands supplied by the person are allowed. Permanent stands are prohibited.
c) Screw-in type steps are prohibited. Stands must be accessed by strap on steps or ladders.
d) All portable stands shall bear the name of the owner visible within five (5) feet of the ground.
e) All persons must wear a safety harness while in a stand.
f) Only two stands per person.
g) Stands may be left in place; however, stands left unattended are at a person’s own risk.
h) The establishment of minimal shooting lanes is permissible. Only brush, small tree branches (1” in diameter or less) and buckthorn of all sizes may be removed for this purpose. No trees, big or small, may be cut down during the process.
i) The timing of the tracking of a wounded animal is up to the person. A bow may be carried while tracking on public property, but not private property. A person must ask permission before entering private property, whether it is posted or not.
EFFECTIVE DATE. This Amendment shall become effective upon its adoption and publication according to law.

NOTICE OF DISSOLUTION
Swedish Baptist Church of Reynolds
Pursuant to Minn. Stat. § 317A.727, Reynolds Baptist Church and Reynolds Baptist Church f/k/a the Swedish Baptist Church of Reynolds (hereinafter, together, “Reynolds Baptist”) (EIN: 41-1463377) is providing written notice to known and potential creditors that the organization is in the process of dissolving. Reynolds Baptist was originally organized under Minnesota Statutes Chapter 315 in 1896. Thereafter, on March 23, 2007, Reynolds Baptist formed a Minnesota nonprofit corporation organized under Minnesota Statutes Chapter 317A (File Number 2276906-2). More recently, on July 1, 2025, Reynolds Baptist elected to convert the Chapter 315 organization to a nonprofit corporation governed under Minnesota Statutes Chapter 317A (File Number 1566778600042). It is believed that both legal entities used the same EIN and operated as the same organization. Reynolds Baptist’s Board of Directors executed a written resolution on October 24, 2024, voting via written action to dissolve the organization. The motion passed unanimously 2-0, with no abstaining votes. On July 29, 2025, Reynolds Baptist filed a Notice of Intent to Dissolve with the Minnesota Secretary of State’s Office pursuant to Minn. Stat. § 317A.723. Any written claims against Reynolds Baptist must be presented by October 31, 2025 and mailed to:
