Notice is hereby given that the Planning and Zoning Commission of the City of Staples will conduct a public hearing at 5:15 p.m. on Thursday, May 6, 2021 at the Staples Government Center located at 122 6th St. NE, Staples to receive public input, consider and make a recommendation to the City Council regarding a proposed amendment to Section 109 of the Zoning Code related to solar energy systems and solar structures becoming an accessory use in all zoning districts and establishing standards for solar installations.
All interested persons are invited to attend the hearing and be heard on this matter or submit written comments to the City Clerk prior to the hearing. For a copy of the proposed amendment, contact City Hall at 218-894-2550.

Call to Order
The Todd County Board of Commissioners met in the Commissioner’s Board Room in the City of Long Prairie, MN on the 2nd day of March, 2021 at 9:00 a.m. The meeting was called to order by Chairperson Becker. The meeting was opened with the Pledge of Allegiance. All Commissioners were present.
Approval of Agenda
On motion by Neumann and seconded by Erickson, the following motion was introduced and adopted by unanimous vote: To approve the agenda as presented with the removal of item 12.2 2021 LELS Contract.
Consent Agenda

On motion by Kneisl and seconded by Erickson, the following motion was introduced and adopted by unanimous Roll Call vote: To approve the Commissioner Warrants number (ACH) 401079 through 401099 in the amount of $38,045.05 and (Regular) 54502 through 54552 in the amount of $66,176.89 for a total of $104,221.94.
On motion by Neumann and seconded by Kircher, the following motion was introduced and adopted by unanimous Roll Call vote: To approve the Health & Human Services Commissioner Warrants number (ACH) 801445 through 801454 and (Regular) 707599 through 707631 for a total amount of $44,152.52.
On motion by Kircher and seconded by Kneisl, the following motion was introduced and adopted by unanimous Roll Call vote: To approve the Health & Human Services SSIS Warrants number (ACH) 600350 through 600357 and (Regular) 516222 through 516238 for a total amount of $58,644.25.
County Attorney
On motion by Kneisl and seconded by Kircher, the following motion was introduced and adopted by unanimous vote: To approve the 2021 Contracts for City Prosecution Services for Grey Eagle, Clarissa, Eagle Bend, Bertha, and Hewitt.
Ditch/Ag Inspector
On motion by Erickson and seconded by Neumann, the following motion was introduced and adopted by unanimous vote: Acting as Ditch Authority acknowledges receipt of a Hold Harmless Agreement petition from Pete Bosl to clean a section of CD33 on Parcel 20-0037300, Reynolds Twp., Section 33.
On motion by Kircher and seconded by Kneisl, the following motion was introduced and adopted by unanimous vote: Acting as Ditch Authority acknowledges receipt of a Hold Harmless Agreement Petition from John Deprez to maintain a section of CD32 located on this property in Turtle Creek Twp., Section 8.
Public Works
On motion by Kircher and seconded by Erickson, the following resolution was introduced and adopted by unanimous vote:
MNDOT AGREEMENT 1045958 – TRUNK
HIGHWAY 71 DETOUR
WHEREAS, the Minnesota Department of Transportation (MnDOT) plans on performing multiple bridge replacement projects on Trunk Highway 71 in the City of Browerville in the summer of 2022, and;
WHEREAS, MnDOT requires a detour to carry Trunk Highway 71 traffic to County State Aid Highway 14 and County State Aid Highway 11 during the bridge projects, and;
WHEREAS, MnDOT is willing to reimburse Todd County approximately $11,518.79 for the road life consumed by the detour as hereinafter set forth, and;
WHEREAS, Minnesota Statute §471.59 subdivision 10, §161.25, and §161.20 subdivision 2(b) authorizes MnDOT and Todd County to enter into this agreement.
NOW, THEREFORE BE IT RESOLVED, that Todd County enter into MnDOT Agreement 1045958 with the State of Minnesota, Department of Transportation for the following purposes:
To provide for payment by the State to the County for the use of Todd County State Aid Highway 14 and County State Aid Highway 11 as a detour route during the construction to be performed upon, along and adjacent to Trunk Highway 71 from 0.234 North of junction of County State Aid Highway 21 to 0.90 miles North of the junction of County State Aid Highway 14 under State Project No. 7708-42 (T.H. 71=004).
BE IT FURTHER RESOLVED, that the Chairperson of the Todd County Board of Commissioners and the Todd County Auditor/Treasurer are authorized to execute Agreement 1045958 and any amendments to the Agreement.
On motion by Neumann and seconded by Kneisl, the following motion was introduced and adopted by unanimous vote: To approve attached quote from Frontier Precision for the purchase of a new Trimble R12i Model 60 GPS Unit for $25,463.45.
On motion by Kircher and seconded by Erickson, the following motion was introduce and adopted by unanimous vote: To approve attached Engineering Agreement from Widseth for Bridge 77509 Replacement Project located on CSAH 14 in the City of Browerville.

WHEREAS, the Planning & Zoning Department has completed the necessary final plat review and find that all items required for final plat approval have been completed.
NOW, THEREFORE BE IT RESOLVED, the final plat of “REM Properties” be approved as presented.
Solid Waste
On motion by Kneisl and seconded by Erickson, the following motion was introduced and adopted by unanimous vote: To approve the license to the following haulers: LPS, Alex Rubbish, Tom’s Refuse, G&T Sanitation, West Central and Waste Management.
Health & Human Services
Katherine Mackedanz, Community Health Manager provided an update to the County Board on the COVID-19 situation and vaccination availability.
Administration
On motion by Erickson and seconded by Kneisl, the following motion was introduced and adopted by unanimous vote: To approve the pay increase for Seasonal or Temporary Employees to $14.00 per hour as well as $1.00 per hour addition for each employee who returns the following year for the Solid Waste and Public Works Departments.
On motion by Kneisl and seconded by Kircher, the following motion was introduced and adopted by unanimous vote with Becker abstaining: To approve the County Relief grants as presented today, extend the County Relief Grant Program to the March 15 special board meeting date, and change the parameters of the County Relief Grant Application to a 20 percent (%) loss for any quarter within 2020.

The County Auditor-Treasurers reported on the upcoming elections for Townships on March 9, 2021, Staples-Motley School District on April 13, 2021 and Upsala School District on May 11, 2021.
