The first lift or layer of asphalt going down on the city’s Highway 10 turnback project was applied July 23 by Anderson Brothers crews. They applied the hard surface to three blocks of the new Second Avenue, plus a block on each of 9th and 11th Streets. Those streets are open for local traffic only, with crews now doing retaining wall and concrete work along the side of the streets. A final lift will be put down at the conclusion of the project.
