Motley moves into ‘Phase Three’ of its wastewater treatment facility project

Special mtg called for June 22, streets project bids discussed

The Motley City Council, at their regular meeting June 8, took steps to continue moving forward on the city’s new wastewater treatment facility project; and heard updates on its Beaulieu Street Area project.

Mark Hallan, City Engineer with Widseth, Smith and Nolting, informed the council that he had recently received approval from the MPCA (Minnesota Pollution Control Agency) in regard to the plans and specifications/modifications of the wastewater treatment facility.

With this approval from MPCA, the city would now be able to move forward with the project.

In a unanimous vote, the council approved Resolution #2010-8, advertising for bids on the WWTF (wastewater treatment facility). Bids open July 8.

The city is required to advertise for bids in its legal newspaper, the Morrison County Record. The project will also be advertised at www. questcdn.com.

The period between the first advertisement and bid opening must be a minimum of 21 days for a project this size, Hallan said.

The council also approved a motion to enter into Phase Three (the public bidding phase) of the city’s engineering agreement with WSN in regard to the WWTF project. This phase is estimated to cost approximately $10,000, Hallan said. Phase Four will be the actual construction.

Bids will be reviewed by the council at their regular meeting July 13, at which time they will decide if they are going to proceed with the project and to which bidder the project will be rewarded.

Hallan also mentioned to the council that as part of the WWTF project, a portion of Eastwood Lane (located behind the Eastwood Motel and Countryside Restaurant) would need to be torn up to make upgrades to the sewer line. He wanted to make sure that construction would not get in the way of any events planned in the city. The council was not aware of anything at this time.

City engineer Aric Welch, with WSN, reminded the council that bids for the Beaulieu Street Area project would open June 15.

After a short discussion, Motley Mayor Konrad Alexander called a special meeting for Tuesday, June 22, at 7 p.m., to go over the bids for the Beaulieu Street Area project.

In other matters the council: o APPROVED giving Motley resident Larry Holub a check for $40 to compensate him for an over-assessment in 1970, for a city sewer project. Holub had initially requested that the city waive a $100 application fee (for a proposed lot split) because of this over-assessment and another one he believed occurred in a 1962 water assessment project. City Clerk/ Treasurer Terri Smith researched this and found Holub had not been over-assessed in 1962. If he chooses to move forward with the lot-split application, he will have to pay the $100.

o ACCEPTED a Letter of Agreement from Staples Motley ISD #2170, which states the school will pay $9,621.88 toward the repair of lift station #5 in the City of Motley upon the receipt of signed documentation that state ISD #2170 is free and clear of any past or further billings and the City of Motley recognizes ownership of lift station #5.

o AGREED to be a part of the Small Cities Development Program with Randall and Swanville.

o APPROVED the Motley Fire Department’s request to be a part of the Brainerd parade July 4; and the parade during the Pillager Fair.

o APPROVED Explorer Members and Mentors. Mentors include Jace Carlson, Kyle Frisk, Andrea Carlson, Jason Olson, Todd Judd and Steve Dille. Explorers include Justin Stevens, Mason Zetah, Joe Herman, Dalton Sales, Cherokee Deleon and Henrik Schoenian.

o APPROVED a request from Motley Police Chief Brian Madison to use budgeted money ($6,000 set aside for 800 megahertz radios) for access to the new Record Management System used by Morrison County Sheriff’s Department. Madison said that Morrison County will fund the radios using county money.

o APPROVED donating the MFD’s rescue rig to the Morrison County Community Emergency Response Team.

o APPROVED request of Madison and Utilities Supervisor Wayne Barros to take time off to lead a fishing trip for area seniors.

o AGREED to send letters to Motley residents on a ‘Public Nuisance List,’ with a reminder that they must have any issues cleared up by July 5.

o HEARD from Barros that the city’s clean up day was a success.

o HEARD an update about the new computers at Motley City Hall from Smith. The council approved having city hall closed June 10, in order for the computers to be installed and for Smith to get training.

o SET UP a budget committee, which consists of all council members and department heads.

o APPROVED having council member Duane Solga attend a training (sponsored by the League of Minnesota Cities) in St. Cloud June 23. Council member Bruce Mills had initially requested attending this. However, Mayor Alexander said that if Mills was not intending to run for office next fall, he didn’t feel it would benefit the city to have him attend the training.

o SET next regular council meeting for Tuesday, July 13, 7 p.m.
