Solid waste exec relieved of duties

The Todd County Board of Commissioners agreed at their Feb. 16 meeting to remove Tim Cadwallader from his position as solid waste director.

They said Cadwallader had engaged in serious employee misconduct. Details of the misconduct will be released in will be released in the future, according the County Administrator Nathan Burkett.

According to previous published reports, Cadwallader appeared in Todd County District Court Dec. 23 on charges of Driving While under the Influence. He had been arrested two days before in Clarissa while driving a Todd County owned vehicle.

Cadwallader was the county’s second solid waste director. He worked in that capacity for many years. He had advocated for the creation of the Prairie Lakes Municipal Solid Waste Authority joint powers agreement over the last year. He originally worked for the county in hazardous waste collection.

In another matter, the Todd County 4-H Horse Development Committee received approval from the county board to accept a $3,888 grant from the Minnesota Horse Council.

The money will be used to improve the safety in the horse barns at the Todd County Fair Grounds, Nancy Becker, spokesperson for the Horse Development Committee, told the commissioners. The primary improvement will be to fill the horse stalls in the barns. The floors have been compacted over the years and now are eight to ten inches below grade, according to Becker. She said filling the stalls would create a healthier environment for the horses and a safer environment for the horse owners. It will also make the horses more visible to Todd County fair goers.

The money will also be used to improve external lighting for the horse exposition arena. The improved lighting will increase both safety and accessibility for the arena, according to Becker.

Commissioner Ruda said he supported accepting the grant because it made the facility more usable.

The arena and barns are used by 4-H members, the Prairie Dusters Saddle Club and the Todd County Sheriff’s Posse, as well as the general public during fair time. Becker told the commissioners that the posse, the 4-H Horse Council, and Minnesota Power are assisting the project financially. She asked the commissioners if the county would help by providing the fill for the stalls.

Commissioner Kircher asked her to determine how much fill was needed and to bring that information back to the county board.
