A meeting of the Freshwater Education District Governing Board was called to order by Chairman Runyan at 7:30 p.m. on Tuesday, September 22, 2009, Freshwater Conference Room A, Staples, MN.
BOARD MEMBERS PRESENT: Lee Truax, Daryl Brever, Twila Pierce, Curtis Hasbargen; Margaret Knebel; Charles Funk, Steve Techam, Jim Runyan

REVIEW AND APPROVE AGENDA
Motion by Brever, seconded by Funk to approve the final agenda as presented. The motion carried.
CLERK'S REPORT
Motion by Knebel, seconded by Hasbargen to approve the minutes of the August 25, 2009 meeting as presented. The motion carried.
COORDINATOR REPORTS / INFORMATION ITEMS
Community Education/ DVP/GCT - Amy Hunter
Learning Trunk from Bell Museum - Boundary Waters- will begin September 28 in eight (8) schools.
Poetry Residency with David Bengtson will be in elementary schools in October. This was a Five Wings Arts Grant Award.
Author/Illustrators, Dawn Tanner and Nancy Leasman will be in Motley Elem, Verndale, Browerville, Eagle Valley, Henning and Bertha Hewitt on September 21, 22, 28 and 29.
Science Fair dates have been set for February 10 and 11, 2010.
Next meeting date for GCT is October 26, 1:00 p.m. at Freshwater in Staples.
DVP (Drug Violence Prevention) meetings for 2009-2010 are scheduled as follows: Wednesday, September 30, 12:00 p.m.; Wednesday, November 18, 12:00 p.m.; Monday, January 25, 12:00 p.m., and Wednesday, March 24, 12:00 p.m.
Tentat ive training Dates are as follows: Peer Helper Training will be rescheduled due to confl ict. Illusion Theatre Peer Education Play "Peace Up" on Tuesday/Wednesday, October 13 and 14; Project ALERT Training and MN ENABL Training to be determined.
Community Education catalog of classes will be available on 9-23-09.
ECFE/SR/Screening/ Todd Collaborative - Beth Fabian
EC Screening Revised 2009-2010 schedule was distributed.
Todd Collaborative Circle of Parents: Proud to be a Parent Flyer was distributed.
ALC/Perkins/CTE - Sue Boehland
Information was shared on Perkins. Accountability workshop was held yesterday. Liaison meeting will be held tomorrow. Minnesota Department of Education will be holding a SERVS Finance meeting in the near future.
ALC/Targeted Service/ Credit Recovery: Program review. Classes have started in schools.
Math/Science - Bruce Lund
Freshwater has submitted a Follow Up Grant for approximately $30,000. Cheryl Nash will run the program and hold trainings.
Freshwater Education District- Bruce Lund
Bruce gave a presentation with handouts on READ 180. The program has been very successful. Tech support is needed if a school is willing to use.
Bruce Lund reported on negotiations and gave a short update.
STAFF / CONTRACT CHANGES/ LANE CHANGES
Motion by Funk, seconded by Truax to approve the resignation of Rhonda J. Ekholm with last day of work 7-16-09. The motion carried.
Motion by Pierce, seconded by Knebel permission to advertise and hire for the ECSE paraprofessional at Verndale Site. The motion carried.
Motion by Hasbargen, seconded by Techam approval of the hiring of Brenda Andrews as Special Education Paraprofessional for Verndale ECSE Site at Grade 6, four (4) hour day for 144 days (576 hours) pro-rated for 09-10 to four (4) hours day for 130 days (520 hours) due to hiring after start of school year. First day of work 9-22-09. The motion carried.
Motion by Knebel, seconded by Pierce to approve the lane change of Sandra Speed from MA+15 QTR to MA+30 QTR. The motion carried.
Motion by Knebel, seconded by Funk to approve the lane change of Heidi Bucher from MA+30 QTR to MA+45 QTR. The motion carried.
Motion by Truax, seconded by Pierce to approve the lane change of Linda Heier from BA+60 QTR to BA+90 QTR. The motion carried.
Motion by Knebel, seconded by Brever to approve the lane change of Jana Timm from BA+75 QTR to BA+90 QTR. The motion carried.
DONATIONS/GRANTS
Motion by Brever, seconded by Hasbargen to accept the donation of $50. from American Heritage National Bank for RIF (Reading Is Fundamental). The motion carried.
Motion by Funk, seconded by Pierce to accept the donation of $50.00 from Central Minnesota Federal Credit Union for RIF (Reading Is Fundamental). The motion carried.
Motion by Truax, seconded by Knebel to accept the donation of $250. from Minnesota Bank (Lake Country State Bank LP) for RIF (Reading Is Fundamental). The motion carried.
Motion by Truax, seconded by Knebel to accept the donation of $150. from Long Prairie Packing Company for RIF (Reading Is Fundamental). The motion carried.
Motion by Hasbargen, seconded by Funk to accept the donation of $25.00 from Mid Central Federal Savings Bank - Staples for RIF (Reading Is Fundamental). The motion carried.
Motion by Funk, seconded by Brever permission to submit a Health Career Department of Health Grant for up to $20,000. The motion carried.
EDUCATION DISTRICT
Motion by Brever, seconded by Funk to approve the September FED financial report and payment of checks numbered # 98144 - 98417. The motion carried.
Motion by Truax, seconded by Hasbargen to approve the signing of the Assurance of Compliance with State and Federal Law Prohibiting Discrimination. The motion carried.
Motion by Hasbargen, seconded by Brever to approve the fundraising request from White Pine/ Leaf River Academy as presented. The motion carried.
