A meeting of the Freshwater Education District Governing Board was called to order by Chairman Runyan at 7:30 p.m. on Tuesday, April 28, 2009, Freshwater Conference Room A, Staples, MN.

CLERK'S REPORT
Motion by DiGiovanni, seconded by Pierce to approve the minutes of the March 24, 2009 meeting as presented. The motion carried.
COORDINATOR REPORTS / INFORMATION ITEMS
ECFE/School Readiness/ ECScreening/Foss - Bruce Lund for Beth Fabian
Early Childhood Screening dates for 2009-2010 were distributed.
Community Education/ DVP/SAC/GCT/Todd County Collaborative - Amy Hunter
Gifted, Creative and Talented: Art show results were shared. Wind Energy Program schedule was distributed. Funds are available for a demo talk, to be done in May, from an illustrator who illustrated a book for a local author.
Drug Violence Prevention: The last meeting of the year was April 23, 2009. End of Year Reports are being completed.
Todd County Collaborative: At the May 21 meeting, the collaborative will finalize budgets for 2009-2010. MA Dollars are available through June 30 because of stimulus.
ALC/Perkins/CTE - Sue Boehland
Targeted Service Teachers have met and planned for summer programming.
Education District - Bruce Lund
Negotiations update was given. Board members discussed items to have negotiations committee review. Committee will continue to update the total board.
Facility Update: FED continues to look at facilities and cost reduction. Bruce will be meeting with an architect to discuss options for Freshwater Facilities.
MDE Presentation on Q Comp will be held on June 10 at Perham Auditorium 8:30 - 10:30 a.m. More information will follow.
STAFF / CONTRACT CHANGES /LANE CHANGES
Motion by Knebel, seconded by Perkins to advertise and hire Level IV EBD Instructor for 2009-2010 school year. The motion carried.
POLICY
Motion by Brever, seconded by Knebel to approve the second reading of FED Policy #212 for removal from FED Policies. Motion carried. Policy #212 is removed.
EDUCATION DISTRICT
Motion by Pierce, seconded by DiGiovanni to approve the April FED financial report and payment of checks numbered # 96396- #96835. The motion carried
Motion by Truax, seconded by Hasbargen approval to submit E2T2 Grant for up to $150,000.00. The motion carried.
Motion by DiGiovanni, seconded by Pierce approval to submit Perkins Grant for approximately $260,000.00. The motion carried.
Motion by Thalmann, seconded by Brever to approve the ALC Prom Fundraiser as presented by Sue Boehland. The motion carried.
Motion by Knebel, seconded by Brever to approve permission to submit grant to Five Wings Arts Council for up to $2,500.00 for Poetry Residency (Fall 2009). The motion carried.
